Announcement of the State Administration for Market Regulation on Issuing the Catalogue of Measuring Instruments Subject to Compulsory Administration

In order to deepen the reform of "delegating power, delegating power, regulating services" and further optimizing the business environment, the State Administration for Market Regulation has organized the adjustment of the catalogue of measuring instruments managed according to the law (type approval part), the catalogue of imported measuring instruments for type review, and the catalogue of work measuring instruments that are subject to compulsory verification. The Catalogue of Measuring Instruments Subject to Compulsory Administration (hereinafter referred to as the Catalogue) has been formulated and is hereby issued.
1. From the date of this announcement, measuring instruments listed in the "Catalogue" and the supervision methods are P (type approval) and P+V (type approval + compulsory verification) shall apply for type approval or type approval for imported measuring instruments. Others Measuring instruments are no longer subject to type approval or type approval of imported measuring instruments.
If the above products have not obtained the type approval certificate after November 1, 2020, they will be ordered to stop manufacturing, selling and importing, and will be punished in accordance with relevant regulations.
2. From the date of this announcement, the measuring instruments listed in the Catalog and the supervision methods are V (compulsory verification) and P+V (type approval + mandatory verification) shall be subject to mandatory verification during use, and other measuring instruments shall not be subject to compulsory verification. After the mandatory verification is implemented, the user can choose a non-mandatory verification or calibration method to ensure the accuracy of the value.
After November 1, 2020, if the above products fail to apply for compulsory inspection in accordance with the regulations, they will be ordered to stop using them and punished in accordance with relevant regulations.
3. From the date of this announcement, the market supervision departments at all levels have accepted but not completed the type approval of measuring instruments that are not within the scope of type approval in the Catalogue, and shall terminate the administrative licensing procedures in accordance with the law; For the measuring instruments within the scope of compulsory verification in the "Catalogue", if the verification has been accepted but the verification has not been completed, the verification work shall continue to be completed.
4. As of the date of this announcement, the "Catalogue of Measuring Instruments Legally Administered by the People's Republic of China (Type Approval Part)" (AQSIQ Announcement No. 145 [2005]) and the "Catalogue of Type Examination of Imported Measuring Instruments of the People's Republic of China" ( General Administration of Quality Supervision, Inspection and Quarantine Announcement No. 5, 2006), "Detailed Catalogue of Work Measuring Instruments Compulsory Verification of the People's Republic of China" (National Metrology Bureau [1987] Quangbu Fa Zi No. 188), "On Adjustment of the Compulsory Verification of the People's Republic of China" "Notice on the Catalogue of Work Measuring Instruments" (Zhengfa [1999] No. 15 of the Quality and Technical Supervision Bureau), "Notice on Adjusting the "Catalogue of Work Measuring Instruments Compulsory Verification of the People's Republic of China" (Guoqianqianqin [2001] No. 162) ), "Notice on Cancellation of Car Odometers from the Catalogue of Work Measuring Instruments Compulsory Verification of the People's Republic of China" (Guoqianjian Law [2002] No. 386), "About the Issuance of "Compulsory Verification of Work Measuring Instruments for Implementation Verification" The Notice of Relevant Regulations (Trial Implementation) (Technical Supervision Bureau Liangfa [1991] No. 374) shall be repealed.
